Congratulations are in order for Director of Procurement Martha Perez-Garviso and Maria Bishop, Procurement Assistant. For the second year in a row, they were recognized as one of only twenty-five agencies to win the Award of Excellence in Public Procurement from the Florida Association of Public Procurement Officials, Inc.
Why Is This Important For Residents?
Professional procurement is essential in government because it ensures public funds are spent responsibly, transparently, and in alignment with community priorities. By applying standardized processes, competitive bidding, and clear evaluation criteria, procurement professionals help prevent waste, fraud, and favoritism while securing the best value for taxpayers.
Effective procurement also improves the quality and reliability of goods and services delivered to our residents, from infrastructure projects to landscape services. Ultimately, strong procurement practices and transparency build public trust, support fiscal accountability, and help us to provide a high-performing local government.
Criteria
To receive an Award of Excellence in Public Procurement, an agency must meet or exceed benchmarks and best practices in the Procurement Profession and is achieved by those organizations that obtain a high score on a rating of standardized criteria.
The program looks at internal procurement policies and procedures, long-term strategic plans, procurement ordinances and/or policies that are public, education and professional development, criteria for source selection, have areas of direct responsibility, an auditing and continual process improvement program, utilization of automation and electronic commerce, and more. The program is also designed to measure innovation, professionalism, e-procurement, productivity, and leadership attributes of the procurement function.
