
City of Weston Maintains Aaa Credit Rating
Triple A credit ratings are not easily attained, yet the City of Weston has maintained its Aaa rating since 1996. Moody's Investor Service just re-affirmed the City of Weston, FL Aaa issuer credit rating on July 15, 2025.
Moody's is one of the primary credit rating agencies that assess the creditworthiness of municipal governments issuing bonds.
Rating Scale
Moody's uses a rating scale that ranges from Aaa (best quality) down to lower ratings, with different categories indicating varying degrees of credit risk. Ratings like Aa, A, and Baa represent high, upper-medium, and medium grades, respectively. Investment-grade ratings are generally BBB- or higher (or Baa3 in Moody's terms), while lower ratings are considered non-investment grade or speculative.
Moody's municipal bond ratings serve as a crucial tool for both investors to assess risk and for municipal governments to access capital markets at favorable terms.
The City of Weston is in select company: Moody’s provides ratings coverages for approximately 8,000 municipal bond issuers. This rating places Weston with the top 7% of total municipal issuers. Issuers rated Aaa are judged to be of the highest quality and subject to the lowest credit default risk.
The ratings process is a lengthy, six-step process that involves both quantitative analysis and qualitative factors. Moody’s reviews its ratings on an annual basis. An obligor scorecard is developed using several factors with certain weightings assigned: Economy/Tax Base (30% weighting), Finances (30%), Management (20%), and Debt/Pensions (20%). There are sub-factors within each of these categories as well, in their Methodology Report. These factors were actually used to develop the City’s debt policy, which was adopted by the City Commission in 2020.
The re-affirmation of the City of Weston rating is a positive endorsement of the financial management practices of the City’s leadership. Additionally, if and when the City is ready to issue debt, it will receive the most favorable rates, terms, and conditions afforded to U.S. municipal governments.
